One week after the draft conclusions for the the Koronivia Joint Work on Agriculture (KJWA) were submitted, and the subsidiary bodies concluded their independent negotiations, representatives from Nigeria, Rwanda, South Africa, and France addressed the media about the work done and conclusions made at the completion of KJWA’s work at COP24.

The panel had a lukewarm response to the outcome of the first “Road Map” workshop since the 4/CP.23 mandate.  The representative from Rwanda was very disappointed about the lack of “welcome” for the IPCC 1.5 Report, which he said is a joke to African countries in particular, who are living the harsh realities of climate change now.  Mr. Bassey of Nigeria emphasized the role of small scale farmers moving forward in response to our changing climate.  Agriculture that works with local knowledge, without the extensive chemical inputs commonly associated with industrial agriculture – farming that “can be done on the streets” – is how we need to move forward with farming our fields and feeding our families.

Modalities and procedures for the implementation of the KJWA were the focus of these joint SBI/SBSTA meetings.  But South Africa’s representative noted that developing Parties, particularly the Africa Group, felt that little support for implementation came to fruition, with finance remaining as the primary roadblock moving forward.  Panelists believe guidelines need to reflect a just socioeconomic basis for food security: adaptation, absolute emissions reductions, ecological integrity, and gender responsiveness.

The session concluded with a question posed by an audience member who, like myself, was unable to attend much of last week’s negotiations – “how can other organizations such as Latin American groups participate in the SBI/SBSTA joint meetings next year?”

The French panelist who promoted France’s sustainable Agroecology initiatives responded by emphasizing engagement in the KJWA workshops via the Submissions Portal.  Participation by all parts of the agricultural community, not just Parties, is key.  Screen Shot 2018-12-14 at 1.59.02 PMWe need to ask questions, offer solutions, and promote an inclusive, equitable, just future for those feeling the drastic effects of climate change already.  As the Nigerian representative concluded, “we have the wisdom, we have the knowledge. We need to share it.”  Lots of experience from the global South remains to be shared by the farmer-scientists who have the tools and must feed the way!


Ministerial Declaration on Forests Fails to Deliver on Paris Agreement Ambition

pressA press conference was held on 12 December 2018, just one hour before the release of a Declaration written by the Polish Ministry on Forests for the Climate.  The conference was led by ”Fern,” an EU organization that advocates for forests and the people whose livelihoods depend on them, supported by the Climate Land Ambition and Rights Alliance (CLARA), a collaboration of non-governmental organizations that echoes Fern’s mission with principles of social justice and agroecology.  Forestry campaigners and experts brought in by Fern shared their reactions to what they believed to be a genuine sneak peek at the declaration that was to be released later that same evening.

The Katowice Press Conference Room was graced with opinions from Christoph T., forest campaigner for Greenpeace Poland; a climate coordinator at the Global Forest Coalition and REDD+ expert from New Delhi; Virginia Young from the Australian Rainforest Conservation Society; and Otto Bruun, Policy Officer for the Finnish Association for Nature Conservation.  All of the speakers anticipated a lack of ambition in the Presidency’s declaration, something we cannot afford in our current climate.  These speakers emphasized the need to conserve forests for the sake of biodiversity, soil health, and protection from the effects of extreme natural disasters.  Forest carbon stocks were identified by Young as a complex, integrated system that encompass more than just carbon, and cannot afford to be cut down and burned in our current climate crisis (particularly primary forests).

The foreshadowed lack of ambition was realized in the release of the document.  The Polish Ministry cited Article 5 of the Paris Agreement, whose plain language can be categorized as soft law at best: Parties “should take action to conserve and enhance, as appropriate, sinks and reservoirs of greenhouse gases as referred to in Article 4, paragraph 1(d), of the Convention, including forests,” and “are encouraged to take action to implement…policy incentives for activities relating to reducing emissions from deforestation and forest degradation…”

Thus, the PA does not bind Parties to any definitive action towards conserving carbon sinks in the form of forest resources.  The Polish Ministry did not add much to this lack of ambition in their declaration by “encouraging” the scientific community toWooden signpost with two opposite arrows over clear blue sky Old Business Way and New Business Way Business change conceptual image achieve a balance between anthropocentric emissions by sources and removals by sinks in the second half of this century, second only to a pledge that will “ensure an accelerated global contribution to forests and forest products.”  This not-so-subtle dedication to industry is certain to undermine forest preservation efforts many global organizations like Fern are urging governments to uphold.

If the IPCC made anything clear in its recent report, we need a rapid and just decarbonization by 2030 if we want to maintain the ambition of the PA.  This will not come to fruition if we do not work with gusto to protect what Al Gore described today as the cheapest and most efficient form of carbon sequestration already on the market – forests.

Continuing business as usual precludes banking on there being plenty more where that came from.


The Rebound of Age-old Agricultural Ecology

A side event at the Pacific and Koronivia Pavilion sponsored by France at Tuesday’s installment of COP24 focused on the development of agroecology and scaling-up its performance and potential.  The meat of the session focused on research and development around shifting agricultural norms toward using more local inputs, supporting holistic ecosystem approaches such as integrated pest management, and pursuing a landscape approach that builds habitat for animals while also supporting agriculture.  The session ultimately concluded that ecosystem services are sound, healthy investments for future generations that simultaneously address both mitigation and adaptation needs.

Screen Shot 2018-12-11 at 8.06.55 PMAs a part of its wider agroecology project, France distributed its plan for development from 2015-2020 of its agroforestry systems.  The publication pairs trees and agricultural production in the same fields, bringing back age-old farming practices that combined mixed crops and livestock that gave us hedgerows and their associated economic and ecological roles.  Some of these roles include shelter for animals, erosion prevention, water regulation, and carbon sequestration.

France’s plan breaks down into 5 main “Axes” and 23 Actions.  Axis 5 deals with “International Advocacy and Spread of Agroforestry,” because France believes that agroecology is a strong solution for farming in France and around the world to meet significant challenges like food security and biodiversity enhancement using pragmatic methods.  Sharing knowledge and receiving feedback on experiences in other countries will enhance the French vision, and help with future preparations by developing partnerships that will lead to higher performance.

In accordance with Decision 4/CP.23, the Koronivia Joint Work on Agriculture (KJWA) was initiated this year. After initial meetings, Parties agreed on a “Road Map” for how the KJWA will play out in future joint sessions.  Screen Shot 2018-11-28 at 6.31.12 PMSBI and SBSTA 49 accepted comments leading up to COP24 on Topic 2(a), “modalities for implementation of the outcomes of the five in-session workshops on issues related to agriculture and other future topics that may arise from this work.”  At the end of the first week of COP24, the subsidiary bodies adopted a draft text, and submissions are being accepted on topics 2(b) and 2(c) of the KJWA “Road Map” that will help move agriculture forward on the SBI/SBSTA 50 agenda next year.

Topic 2(b), “Methods and approaches for assessing adaptation, adaptation co-benefits and resilience,” and to a greater degree Topic 2(c), “Improved soil carbon, soil health and soil fertility under grassland and cropland as well as integrated systems,” offer France the opportunity to significantly contribute to the KJWA.  Although official evaluation of their agroforestry plan will not be conducted until 2020, ongoing monitoring combined with international dialogue has the potential to help transfer ideas and build land use capacities, both within the Convention and in our fields.


Finance Flows For the Future of Forests

Screen Shot 2018-12-10 at 7.06.20 PMThe Paris Agreement seeks to achieve a balance between mitigation and adaptation activities.  Financial mechanisms are a highly sought out means of addressing this balancing act, both within the FCCC and beyond.  While the forest resource is certainly not unique in its desperation for tapping into potential funding pools, forests are currently undervalued and therefore underfunded yet vital resources for sustaining life on Earth.

All five of the speakers at today’s side event sponsored by Switzerland and the Climate Bonds Initiative (CBI) alluded to the need for an increase in private financial investments in conjunction with other public funding sources and policy initiatives to help address the pervasive effects of climate change on forests.  Julian Richardson of the Parhelion Underwriting Ltd. credited the lack of financial flows in large part to a deficiency in understanding for how to value ecosystem services.  In their publication distributed at Monday’s afternoon session (Forest Resilience Finance: Helping Forests Adapt to Climate Change), resilient forests are credited with providing: direct subsistence in the form of food and medicinal products; income generation from timber and non-timber-forest-products (NTFP); cultural traditions, rituals and recreation; and protection from natural extreme events and hazards (p. 6).  While the world at large certainly recognizes the existence of these services, the lack of monetary worth on many of them prevents standard ideas and management practices that would help stakeholders feel secure in making investments in forests and receiving timely returns on them as well.

Ms. Chiara Soletti of the CBI described the development of their Green Climate Bonds as a means of soothing investment concerns in this resource area.  In their “Fair-Trade” like labeling scheme for the green bonds, rigorous scientific criteria help bond investors quickly determine environmental credentials through compliance with the overarching climate bond’s standards (disclosure, i.e. project location and size), mitigation component (type or stage of forestry, i.e. sustainable forest management or NTFP), and adaptation and resilience component (risk assessments and strategies).  Projects must comply with both the mitigation and adaptation criteria in order to be funded, helping to address both investor concerns and those of the PA.

One of the biggest hurdles for overcoming a lack of ambition to invest in the forest resource is the typical short-term, quick return nature of investment opportunities in our current economic paradigm.  moneytreeForests do not provide outrageous capital returns in the same immediate time frame as some other “Wall Street” investment schemes on the market. But this mindset is greedy, unrealistic, and unsustainable, given the widespread value of forests in comparison to the quick and dirty stock market, and the call for a major paradigm shift in the most recent IPCC report. An investment in forests can also accompany an investment in a developing country’s resources, tackling two treaty birds with one stone.

Whether it be through green climate bonds and the private sector, or holistic sustainable forest management through municipalities and community groups, investing in forests is a surefire way to ensure our future is a green, clean, beautiful scene.


The Log-istics of Carbon Dioxide Removal

Trees and vegetation are known to help cool ambient air temperatures through evapotranspiration.  If left undisturbed, forests can also be a vital source of carbon storage.  Estimates from the Global Forest Resources Assessment (FRA 2015) show that the world’s forests and other wooded lands store more than 485 gigatonnes (Gt) of carbon: 260 Gt in the biomass, 37 Gt in dead wood and litter, and 189 Gt in the soil.

In the most recent IPCC Special Report Summary for Policymakers (SPM), the world’s leading climate scientists assess the pathways the global community can pursue over the next few decades to prevent overshoot ofScreen Shot 2018-10-08 at 3.58.11 PM warming beyond 1.5°C.  The fact that all pathways to limit global warming to 1.5°C require mitigation via some form of Carbon Dioxide Removal (CDR) is not to be overlooked. But these removal amounts vary across pathways, as do the relative contributions of Bioenergy with Carbon Capture and Storage (BECCS) and removals in the Agriculture, Forestry and Other Land Use (AFOLU) sector.  BECCS sequestration is projected to range from 0-1, 0-8, and 0-16 GtCO2/yr, in 2030, 2050, and 2100 respectively; the AFOLU-related measures are projected to remove 0-5, 1-11, and 1-5 GtCO2/yr in these years.  These contributions appear meager, and they are… but every little bit counts in this climate.

A reasonable argument can be made for increased investment in and use of CCS to achieve emissions reductions.  The SPM makes it clear that forests alone won’t be able to make a significant numerical difference in reduction of CO2 from the atmosphere.  And as the New York Times aptly points out, “the world is currently much better at cutting down forests than planting new ones.”

On the surface, CCS seems like a logical outgrowth from the nature of GHG emissions production.  The IPCC’s Special Report on Climate Capture and Storage (SRCCS) describes CCS as a mitigation activity that Screen Shot 2018-11-15 at 11.37.30 PMseparates CO2 from large industrial and energy-related point sources, which has the potential to capture 85-95% of the CO2 processed in a capture plant.  Direct Air Capture (DAC) technologies like ClimeWorks remove CO2 from the air. Proponents argue that DAC is a much less land-intensive process than afforestation: Removal of 8 Gt/CO2 would require 6.4 million km² of forested land and 730 km³ of water, while DAC would directly require only 15,800 km² and no water.

However, as our blog has cautioned readers in the past, CCS requires significant financial investments from industry and government and are only regionally accessible.  Only places that have sufficient infrastructure and political support can pursue this path of technological sequestration, leaving underdeveloped countries at a major disadvantage.  A recent report published in Nature Research further emphasizes that BECCS will have significant negative implications for the Earth’s planetary boundaries, or thresholds that humanity should avoid crossing with respect to Earth and her sensitive biophysical subsystems and processes.  Transgressing these boundaries will increase the risk of irreversible climate change, such as the loss of major ice sheets, accelerated sea level rise, and abrupt shifts in forest and agricultural systems.  Above all else, CCS ultimately supports the continual burning of fossil fuels. CCS technology may capture carbon, but it also has the potential to push us over the edge.

Mitigation has historically been the focus of the FCCC and other collaborative climate change efforts.  Global climate change policy experts are familiar with the binding language associated with activities related to mitigation in the multilateral environmental agreements: Article 4(1)(b) of the Convention calls for commitments to formulate, implement, publish and update national programs containing measures to mitigate climate change; and Article 3 of the Kyoto Protocol (KP) calls for Annex I Parties to account for their emissions reductions in order to promote accountability and activity guided by mindful emissions production.  In the waning hours of the KP, the Paris Agreement has become the new collective rallying document, whose ambitious emissions reduction target has inspired the likes of the IPCC to offer us pathways to get there.

If we are not currently on track towards limiting GHG emissions well-below 2°C in the grand scheme of the FCCC, why not insure some success, however small, buy securing CO2 in forests, not CCS?  Forests are a well-established CDR technology that do not have the associated risks with CCS.  While the most recent UN Forum on Forests report kindly reminds us that forests are also crucial for food, water, wood, health, energy, and biodiversity, the SPM upholds that mitigation contributions from carbon sequestration technology are numerically minuscule in the face of the large-scale change necessary to avoid CO2 overload.  A much more engaged energy overhaul is needed.

The ideal SPM pathScreen Shot 2018-11-15 at 11.10.17 PMway states that afforestation can be the only CDR option when social, business, and technological innovations result in lower energy demand and a decarbonized energy system.  A more middle-of-the-road scenario achieves necessary emissions reductions mainly by changing the way in which energy and products are produced, and to a lesser degree by reductions in demand.  This speaks to the need for a broad focus on sustainable development rather than continuing business as usual.  Regardless of the pathway, forests need to be preserved, whether it be for carbon sequestration, their cooling effects, or merely beauty.

Sometimes there is no turning back.


It takes more than government

green roof busHundreds of people, from all over the world, gather in Bonn, Germany for the twenty-third Conference of the Parties (COP23). At first glance, COP23 appears to be policy driven, science based, and a negotiations filled conference. It is that and more. It has become the place for green industry where 850 different organizations applied to participate in COP23 and offer their products and services.

This interaction did not occur by accident.

When the Kyoto Protocol was adopted in 1997, it called for enabling the private sector to “promote and enhance the transfer of, and access to, environmentally sound technologies” in Article 10 (c). In the Paris Agreement, which entered into force in 2016, Article 6.4 (b) calls for incentivizing the public and private sectors to participate in mitigating green house gases. These treaties create the conditions for private sector involvement in mitigation. So private/non-profit organizations are active participants in COP23 and not simply vendors at a trade show.

A good example of such partnership is in transportation, which is one of COP23’s Global Climate Action (GCA) themes. ABB, a for-profit company with over 136,000 employees spread over a 100 countries, works on projects as varied as sun powered rickshaws and clean energy buses. Non-profits have also played a role in shaping climate change policies. Organizations like the Institute for Transportation and Development Policies (ITDP) work with policy makers on an international level and also seek to influence policies at the local level in urban areas.

These organizations go beyond the boundaries of a country and provide needed technical expertise that policy makers sometimes lack. In a recent GCA meeting at COP23, representatives of these organizations pointed out the need for different climate friendly policies in Barcelona, Spain than in Atlanta, GA. Even though they have populations similar in size, Atlanta occupies an area that is over twenty five times larger than Barcelona.


Blue Carbon: A Solution

Coastal ecosystems such as tidal salt marshes, seagrass meadows, and mangrove forests, are “blue carbon ecosystems” because they act as carbon sinks. Blue ecosystems have the ability to sequester copious amountsmangrove-forest-1 of carbon. However, if they are destroyed, they increase GHG emissions. Scientists estimate approximately 1.02 billion tons of carbon dioxide is emitted per year by degraded coastal ecosystems. In addition, these ecosystems support coastal water quality, fisheries, provide recreational activities, support the tourism economy, and protect against extreme weather events.

Under the Paris Agreement countries must submit Intended Nationally Determined Contributions (INDCs) and National Determined Contributions (NDCs). In these, parties include information on the scope and impact of their mitigation and adaptation programs. Blue carbon 5054ee8189f79.imageecosystems are included in 28 countries’ NDCs for mitigation and in 59 countries’ adaptation strategies. While these numbers are growing, there is enormous potential benefit to incorporating blue ecosystems into NDCs. The blue carbon ecosystems are a significant part of countries’ NDCs as they act as a carbon sink, contribute to coastline protection, and food security. If coastal wetlands loss was halted by 50%, the equivalent would offset the emissions of Spain.

There are two main ways to address effective management of blue ecosystems to achieve this goal. The first is avoiding coastal wetland conversion by creating protected areas. Countries can also restore coastal wetlands. In order to facilitate these activities, multiple blue carbon institutions have been founded. The Blue Carbon Initiative works to restore and pr107397_webomote sustainable use of coastal and marine blue ecosystems by partnering governments, research institutions, NGOs, and local communities. The International Partnership for Blue Carbon works at building awareness, exchanging knowledge, and accelerating practical action. In addition the Nature Conservancy’s Blue Carbon program is also invested in this issue. The Nature Conservancy has been building a scientific foundation for conservation, identifying demonstration sites where wetlands can be conserved, and leveraging policy and financial mechanisms to ensure action.

Overall, blue carbon presents an area of great potential impacts upon GHG emissions. While the UNFCCC does not yet recognize “blue carbon,” it has been increasingly used in countries’ mitigation and adaptation strategies. With increased action being taken by international organizations, it is likely that blue carbon will play a significant role in lowering carbon emissions in the future. 


Opening the scope of NDCs: “Blue Opportunities”

thMENSJTZMIn a press briefing today, Natalya Gallo and Dr. Lisa Levin from the Scripps Institutions of Oceanography, USCD, Julio Cordano on behalf of Chile and Ronald Jumeau, Seychelles Ambassador talked about the importance of including oceans and marine ecosystems in the NDCs.

Natalya Gallo stated that out of the 161 INDC communicated by June 2015, 112 contained references to oceans, 14 included costal zones while the rest did not contain any reference to oceans and marine ecosystems. The oceans were included as part of the adaptation, mitigation or as a climate change marine risk. Also, most attention is given to ocean warming while ocean oxygen loss, ocean acidification receives little to no attention. Mangroves and coral reefs were almost always included. In terms of parties, the Annex I parties did not include oceans in their INDCs while the SIDS were leading the path in this area. The factors that influenced whether oceans were included in the parties INDC varied from percentage of population living in low lying areas to large exclusive economic zones areas and development status of the respective countries.

Julio Cordano, on behalf of Chile, emphasized that although the oceans were included in the Paris Agreement there has been no implementation endeavor. Nevertheless, we must state that the oceans are indeed included only in the preamble of the Paris Agreement, which is non-biding part of the agreement. Therefore, the inclusion of the oceans is a sign of a global awareness and symbolic victory. Mr. Cordano further believes that any future work should built upon the NDCs as a building block of the Paris Agreement. However, he acknowledges that the NDCs were a compromised formulation as first proposed and there is still a delicate discussion on what to include. The inclusion of too many sectors and perspectives may wash down on the content of the NDCs and lead to ineffective mitigation action.  Also, there is the fear that opening the discussion with respect to oceans would raise the question of whether the NDCs should include other sectors such as energy. Following last year Because the Ocean Declaration, this year, Chile plans to launch a second declaration on 14th of November.

Dr. Lisa Levin talked about the ocean research needs, as countries specifically provided in their INDCs the need for additional research in the following areas: sea level rise and coastal zone monitoring; fisheries; blue carbon; climate observation system; biodiversity research; oceanography and climate; ocean training and capacity building/academic collaboration. The research needs can be addressed by looking at the research infrastructure and the available funds in place today, such as the GEF and the Ocean Sustainability Bank.

Ronald Jumeau, Seychelles Ambassador for Climate Change and SIDS Issues, recognized that it is natural for them to include oceans in their NDCs. However, they recognize that there is a lack of research, as for example they do not have an accurate and complete overview, among others, on the impacts of climate change and the marine species in need of protection. That is why, the University of Seychelles started a research institute called the Blue Economy Research Institute to advance their knowledge and have access to accurate and complete information that can help them put forward an ambitious NDC. They also decided to be an example and lead the way by starting reviewing and upscaling their NDCs so as to achieve the 1,5°C goal.

We can only hope that at future APA meetings, the Paris Agreement will act as a spokesperson for the oceans and marine ecosystems, as currently they do not have one.


Caught on the Front Lines of Climate Change

In an event hosted today by WOCAN (Women Organizing for Change in Agriculture and Natural Resource Management), six inspiring women shared their stories of community, loss, and leadership. The panel was comprised of women from diverse and remote regions of the world, including a Native American of the Ponca Nation, a representative from the Democratic Republic of the Congo (DRC), a Quechua-speaking native of the Ecuadorian Amazon, and several leaders of global non-profit organizations. All of these women came to COP21 with the same message: the voices of women and indigenous peoples are essential to effectively addressing climate change.

Panelists at today’s event, Global Women & Indigenous Peoples on the Frontline of Climate Solutions: Forests & Renewable Energy

Each of the panelists shared shockingly similar stories of their lives and their communities, highlighting their plight against the effects of climate change. Most indigenous communities contribute very little to climate change, yet feel the effects far more profoundly than the rest of the world. Women also face disproportionate impacts from climate change, indicating that this group had tremendous insight to offer from both perspectives. They had faced the direct impacts of climate change and had established innovative methods of addressing the associated problems. In the case of the Ponca Nation and the Amazonian natives, both groups are actively opposing resource extraction in their sacred ancestral lands. Women in Colombia are reclaiming land for traditional agricultural practices after years of protests allowed them to begin saving seeds again. Women in the DRC are creating carbon negative local economies by planting trees. By organizing their communities and utilizing traditional and institutional knowledge, they are developing robust, local solutions to climate change.

Nevertheless, a Paris agreement may not address these groups’ needs or their suggestions. There are currently four binding sections of the agreement that reference gender equality or the rights of indigenous people, and two of those references are bracketed. This means that the rights of indigenous people and women may not be adequately addressed in two important parts of the agreement (purpose and finance). Hopefully, this panel discussion, along with the other events associated with Gender Day, will encourage the negotiators to avoid this absurd result.


Economic growth and climate change

Each generation inherits a world that was created out of beliefs contemporary and relevant to a certain time. These beliefs affect prevailing values, values, which become embedded within the framework of decision-making. Often times, these values are based on beliefs that may no longer be understood, known or even correct. Nonetheless, they are transferred from one generation to the next and modified by another generation’s cumulative addition. From this perspective, a lack of understanding of the beliefs that comprise the framework of society can eventually be problematic. And this is evident in the present period.

Let’s take a step back to the 1930’s when Simon Kuznets developed a method for assessing the production capacity of an economy. The method, which earned him the Nobel Prize in Economics, provided the foundation for the calculation of the gross domestic product. By definition gross domestic product or GDP is the sum of all goods and services produced within a country’s national borders during a specific time period; everything from desks to diapers can be included.

Since the 1940s, GDP has become a simple assessment tool of economic capacity between countries and over time within the same country. However as Kuznets warned, though the indicator is useful for determining production capacity, it is limited as a metric to evaluate the state of an economy’s inhabitants. GDP as a single aggregated value cannot assess quality of life and it cannot provide insight on the distribution of wealth.

In spite of the statements of Kuznets and other economists of the time and over time, GDP has arguably become the single metric of not only domestic economic progress but also global economic progress. As the indicator of progress it is the targeted metric of economic policy. GDP is tracked and targeted by government and central bank policy makers with the intent to increase its value over consecutive periods.

There are four components to GDP, consumption spending, investment spending –investment on production capacity, government spending and net exports—spending by foreigners for US goods relative to US spending on foreign goods. In the United States the single largest component of GDP, comprising in excess of 65% of GDP, is consumption. As a result, our economy is targeted to consumption, from increasing employment, to low interest rates, to the built-in obsolescence of the goods we purchase.

Given that GDP was established and gained global traction over 70 years ago, our value for consumption has been inherited and modified over a few generations. We have been taught that we have insatiable appetites to consume and have perpetuated the consumption cycle, to maintain the era of consumerism. But this may be the problem.

Over time, through globalization, commercialization and the increasing busyness of life, consumers have become increasingly distanced from the production process of the good they are consuming. Consumers are no longer knowledgeable about the impact that their consumption demand has on the degradation, exploitation and depletion of planetary resources. Instead what consumers are aware of is price.

Fundamentally, consumers have focused on market price and have delegated the inclusion of value parameters including environmental and social costs to producers, but producers are incentivized to minimize cost and maximize return, a seemingly divergent incentive.

In most cases, market prices do not reflect the cost of a good. Lets look at a t-shirt manufactured in a developing country for sale in a developed market. The price of the t-shirt reflects only a portion of its true cost because it neglects social and environmental costs. The price neglects the costs of the exploited wage paid to the textile worker: the social cost resulting from his missing health care and the health and quality of life impact of the non-living wage. Though it does likely include transportation expense, it does not include the carbon footprint or the waste cost related to the landfilling or alternative disposal of the garment. In net, the cost of the consumption is only partially borne by the purchaser; other societies and the environment subsidize the price.

Consider the market price for the air we breath, there is no price, it is free and we need air to live. But, in spite of it being essential for life, it is a costless component of the production process; waste has been released into the air we breathe for years. If there had been a cost for disposal, or even better, a social value that prevented the release of air borne waste, the pollution that has collected in our atmosphere for the past three hundred years would have been significantly less. As simple as it may sound, consumers could have promoted the welfare of the atmosphere through their collective demand that air quality be preserved. How money is spent sends a very strong signal to producers of what will sell.

Both consumer awareness and economy-wide alignment are requisite to promote sustainable economic outcomes. This is, for example, evident in viewing the relationship between economic growth and carbon emissions over the past few hundred years. The energy consumption rates required to promote production and thereby foster consumption have enabled the speed of climate change activity being witnessed today. Atmospheric carbon dioxide is correlated to GDP growth; but so are degradation and exploitation of the environment.

COP21 will offer the needed international platform to evaluate the basis of climate change activity, which arguably is related to how we measure and drive economic growth. The inclusion of sustainable economic development within the Paris Package provides an opportunity for the inclusion of quality of life and ecosystem balance in the defining of economic growth. These elements essentially recognize that how we measure quality of life is fundamental to the economic outcomes we create. From this perspective COP21 could be the catalyst to move beyond GDP to determine a constructed international standard for economic progress. Ultimately, the goals of the UNFCCC to “stabilize greenhouse gas concentrations at a level that would prevent dangerous anthropogenic (human induced) interference with the climate system” may be better aligned with a measure such as gross national happiness, the better life index or a similar parameter. Further, the long term impact of COP21 may be dependent on explicitly promoting such a value shift.


Animal Adaptation to Climate Change: Looking Through the Lens of the Quino Checkerspot Butterfly

Climate change affects animals. This is not a new revelation. The first IPCC Assessment Report, released in 1990, discusses how climate change negatively impacts polar bears. But the conversation on animals and climate change often neglects the stories of how animals survive by adapting to climate changed conditions.

Many species adapt by broadening their diets and changing other behaviors, such as migrating patterns, mating habits, and hibernation lengths. For example, the National Wildlife Federation reports that the Quino checkerspot butterfly was disappearing in the late 1990’s. The butterfly was dying because hot weather in California was causing its host plant to dry out before any caterpillars could enter adulthood.

This endangered subspecies was considered a “goner,” but then the Quino did something surprising. Surrounded by desert, the butterfly could not migrate butterflynorth to wetter terrain. Instead, it moved to higher ground. The Quino population resettled at a higher elevation and most importantly, adapted to using a new host plant. This adaptation is exciting because it indicates what one scientist calls “a genetic revolution.”

Moving to a new host plant isn’t as easy as it sounds. The butterfly genes governing its search image and its natural instinct to lay eggs on a particular plant have to change. This one genetic change can create a domino effect on the genetic make-up of the Quino. For instance, the butterfly might have to alter the number of eggs it lays because of the new host plant’s capacity to nourish young caterpillars. In turn, the young caterpillars might need to develop new enzymes in order to eat the new host plant.

If the decision to move to a higher elevation is able to change what type of enzymes the next generation of Quino produces, the capacity for animal adaptation to climate change is immense. This past summer, researchers discovered polar bears have started eating dolphins. As northern seas become ice free, dolphins are migrating farther north, which in turn provides starving polar bears a new source of food.

Animal adaptation to climate change will not stop global warming, but it does illustrate why the UNFCCC is making an effort to enable the human animal to adjust to a climate-changed world. In order to mitigate climate change, humans must be able to adapt to the changes already occurring. The new agreement draft text shows that Parties are trying to balance mitigation and adaptation efforts in their commitments to address climate change concerns.

 


“Well, I’m not a scientist either, but . . .”

In his State of the Union address last night, President Obama picked up climate change deniers’ well-used “I’m not a scientist, but” phrase, and turned it on its head.

obama 2015 SoU“I’ve heard some folks try to dodge the evidence by saying they’re not scientists; that we don’t have enough information to act. Well, I’m not a scientist, either. But you know what — I know a lot of really good scientists at NASA, and NOAA, and at our major universities. The best scientists in the world are all telling us that our activities are changing the climate, and if we do not act forcefully, we’ll continue to see rising oceans, longer, hotter heat waves, dangerous droughts and floods, and massive disruptions that can trigger greater migration, conflict, and hunger around the globe. The Pentagon says that climate change poses immediate risks to our national security. We should act like it.”

The President’s nod to U.S. scientific bodies like NASA and NOAA is well timed.  In addition to their recent announcements about 2014’s record setting heat, a trove of academic studies have appeared in Nature and Science in just the last two weeks.  For example:

  • This paper in Nature reconciles gaps between models and observations of ocean levels since the 1990s and concludes that sea level rise is happening even more rapidly than thought. 
  • This paper in Science chronicles how global warming, ocean acidification, aquaculture, and miningNAS “pose extreme threats to ocean life,” and proposes creating ocean reserves and managing unprotected spaces akin to land conservation.
  • This paper in Science reports that climate change and species extinctions indicate the the planet is entering a “danger zone,” with human activity degrading the environment “at a rate unseen in the past 10,000 years.”
  • This briefing in the Proceedings of the Institute for Civil Engineering (ICE) warns that the West Antarctica ice sheet collapse will cause over 11 feet of sea level rise that will disproportionately affect North America.
  • The U.S. Global Change Research Program reports in this National Climate Assessment on the direct human health impacts of climate change, including increased disease and food insecurity.

In the non-academic realm,the World Economic Forum’s 2015 edition of its Global Risks Report ranks extreme weather, water crises, natural catastrophes, the failure to adapt to climate change, biodiversity loss, and ecosystem collapse among the Top 10 risks to human security.

With this data in hand, our non-scientist-in-chief stated last night:

“That’s why, over the past six years, we’ve done more than ever before to combat climate change, from the way we produce energy, to the way we use it. That’s why we’ve set aside more public lands and us-climate-change-300x225waters than any administration in history. And that’s why I will not let this Congress endanger the health of our children by turning back the clock on our efforts. I am determined to make sure American leadership drives international action. In Beijing, we made an historic announcement — the United States will double the pace at which we cut carbon pollution, and China committed, for the first time, to limiting their emissions. And because the world’s two largest economies came together, other nations are now stepping up, and offering hope that, this year, the world will finally reach an agreement to protect the one planet we’ve got.”

UPDATE: On Wednesday, January 21, 2015, the U.S. Senate voted 98-1 on a Keystone XL bill amendment declaring that climate change is real and not a hoax.  That’s the good news on congressional understanding of the climate change science.  The bad news?  The failure of a second amendment acknowledging the human causes of it – specifically, that “climate change is real and human activity significantly contributes to climate change” – because the causation language of “significantly” troubled many Republicans.  Despite the good work of “a lot of really good scientists” at NOAA, NASA, and the inhofeIPCC (and despite the five Republicans, Lindsay Graham,Kelly Ayotte, Susan Collins, Mark Kirk, and Lamar Alexander, who voted for it).  Oh, and one more tally in the two-steps-backward column: Sen. James Inhofe signed on as a co-sponsor to that first amendment, saying for the record that “climate has always changed” and that it’s “arrogant” to think humankind can change climate. Sigh. Nonetheless Vermont’s Senator Bernie Sanders called the climate change votes “a step forward” for Republicans: “I think what is exciting is that today we saw for the first time – a number, a minority – but some Republicans going onboard and saying that climate change is real and it’s caused by human activity.” For more, read here.

 


Popular measures for conservation: Payments in Ecosystem Services

In recent years, payment in ecosystem services (PES) and other market measures for conservation has gained popularity as market measure of pollution prevention and conservation particularly for use in the developing world.  In the industrialized world, financial mechanisms such as carbon tax and emissions cap and trade are used as methods of pollution control to supplement environmental command and control regulation.  However, in the context of the developing world, where environmental regulation may be weak due to weak rule of law, financial mechanisms may function as alternative methods of pollution control while better regulation is developed. Yet, this is challenging to implement as market mechanisms can only properly function with proper regulation.

f0054-01For developing countries, a nationalized PES scheme, has features which may allow it to be the ideal market instrument to pilot better environmental regulation.  It is ideal for environmental policymaking due to its policy and financial benefits.  In financing, PES is beneficial because it is an incentive mechanism with low transaction costs. The services flow directly from the provider to the user thereby reducing transaction costs. The government only acts as an intermediary body role in the market. Second, the development of a comprehensive PES structure allows the government to identify regulatory gaps.  In implementing PES schemes, the government can identify gaps in existing laws, the needs of stakeholders, baseline data and generally see how regulation will play out.

Furthermore, at the second day of the COP’20 was stablished by the Center for International Forestry Research (CIFOR) that the user fees in Costa Rica and Vietnam are similar in their design yet different in their regulatory backgrounds.  Costa Rica is experienced in environmental policymaking and using environmental market instruments for conservation while Vietnam is formative on these fronts.  Despite the differences in governance, both countries have relied upon PES to improve regulation.

Incorporation into existing regulatory schemes too could be a solution for when the government is in the process of developing more robust environmental regulation.  Being part of the licensing process may encourage participation and compliance from more firms. Currently, compliance within the voluntary PES schemes are dependent on market demand for sustainable investment and the goodwill of the investor.For instance, the user fees in Costa Rica and Vietnam, similar in their design yet different in their regulatory backgrounds.  Costa Rica is experienced in environmental policymaking and using environmental market instruments for conservation while Vietnam is formative on these fronts.  Despite the differences in governance, both countries have relied upon PES to improve regulation.

The concept of PES to pilot regulation is not new. Developing countries can look to case studies of others who have used PES to implement better environmental safeguards. As in any PES scheme, land tenure and high transaction costs remain to be issues.  These issues need focused attention and through PES, developing countries can pilot better environmental regulation for long term environmental protection.


Mapping resilience

As delegates begin arriving in Lima for the start of COP20/CMP10 on Monday, a new report from the Royal Society underscores the need for more urgency in climate change mitigation negotiations.  The Royal royal societySociety, which was founded in 1660 and serves as the United Kingdom’s independent scientific academy, released today Resilience to Extreme Weather, which projects the human impacts of coastal and river flooding, droughts, and heat waves using data provided by the IPCC in its recently published AR5.  The report also provides an on-line “chart of defensive options,” through which the user may explore different policy options for reducing the impacts of these four extreme weather events and determine each option’s effectiveness and cost. The Royal Society, along with BirdLife International, will host a side event at COP20 on Friday, December 12, 11:30am-1pm, to encourage policymakers to look beyond “traditional engineering options” to adaptation policies and practices based in ecosystems management.
