Working Towards an “Ocean COP”

Ocean health is a big deal. It provides food security and resources to sustain our economies. It regulates our weather patterns. It absorbs heat and our carbon dioxide emissions. We often forget how dependent we are on the oceans. But lucky for us, UNFCCC Parties recognize that the “well below 2˚C” goal is not achievable without the ocean.

In June 2017, Fiji and Sweden co-chaired the first UN Ocean Conference in New York City—a conference on ocean health and sustainability. Fiji used that momentum as the COP23 President to bring awareness of ocean health to climate change discussions. Partnering again with Sweden, this dynamic duo co-chaired the Ocean Pathway. In total, 10 parties and 14 Advisory groups committed to the Ocean Pathway at COP23. Participation is likely to increase at COP24 following a year of devastating weather events.

The Ocean Pathway is a new innovation to incorporate ocean conservation into the international climate change regime. This two-track strategy will (1) “increase the role of ocean consideration in the UNFCCC process” while (2) “significantly increasing action in priority areas impacting or impacted by [the] ocean and climate change.” 

The first track aims to develop a strategy to implement the ocean into UNFCCC negotiations with the “Friends of the Ocean” process—an open forum for Parties to discuss, debate, and implement measures to combat ocean concerns for the next two COPs. The goal is to make COP25 the “Ocean COP” by developing an effective work programme and potential agenda item by 2020.

The second track will strengthen previous ocean and climate change actions by developing new partnerships and platforms to increase momentum in the ocean conservation movement. Such actions include reducing greenhouse gas (GHG) emissions, reducing fossil fuel consumption, and increasing protection of blue carbon areas. Most important to COP24, the Because of the Ocean Coalition encourages Parties’ to include ocean-related measures in their NDCs! Not only will Parties combat climate change, but they can also tackle important concerns like ocean acidification, sea level rise, and pollution. A major win in the marine conservation realm!


IPCC special report leaves the world in dire straits

In response to an invitation from the Parties of the Paris Agreement (PA), and pursuant to the Article 2 efforts to limit temperature increases well below 2°C, the IPCC prepared a Special Report on Global Warming of 1.5°C (SR15), released Monday, 8 October, 2018.

Climate scientists sounded the alarm yet again, painting a dire picture of the future without immediate and drastic mitigation and adaptation measures worldwide.  High confidence statements made by the panel include:

  • Human activities have caused approximately 1°C of global warming above pre-industrial levels
  • Current global warming trends reach at least 1.5°C between 2030 and 2052
  • Staying below the 1.5°C threshold will require a 45% reduction in GHG emissions from 2010 levels by 2030, reaching net-zero by 2050
  • Pathways to 1.5°C with limited or no overshoot will require removal of an additional 100-1000 GtCO2

Pathways of current nationally stated mitigation ambitions submitted under the PA will not limit global warming to 1.5°C.  Current pathways put us on target for 3°C by 2100, with continued warming afterwards.

The ENB Report summarizing SR15 was able to shine a light on the good that can come from responses to this special report (not to mention upholding the ambition intended with the PA).  SR15 shows that most of the 1.5°C pathways to avoid overshoot also help to achieve Sustainable Development Goals in critical areas like human health or energy access. Ambitious emission reductions can also prevent meeting critical ecosystem thresholds, such as the projected loss of 70-90% of warmer water coral reefs associated with 2°C.

Groups like the World Meteorological Organization (WMO) are intensifying their adaptive scientific support through a “fully-integrated, ‘seamless’ Earth-system approach to weather, climate, and water domains,” says Professor Pavel Kabat, Chief Scientist of the WMO.  This “seamless” approach allows leading climate scientists to use their advanced data assimilation and observation capabilities to deliver knowledge in support of human adaptations to regional environmental changes.  By addressing extreme climate and weather events through a holistic Earth-system approach, predictive tools will help enhance early warning systems and promote well being by giving the global community a greater chance to adapt to the inevitable hazardous events related to climate change.

Success ultimately depends on international cooperation, which will hopefully be encouraged by the IPCC’s grim report and the looming PA Global Stocktake (GST) in 2023.  In the wake of devastating hurricanes, typhoons, and the SR15, it’s hard to ignore both the climate and leading climate scientists urging us to take deliberate, collective action to help create a more equitable and livable future for all of Earth’s inhabitants.

In Decision 1/CP.21, paragraph 20 decides to convene a “facilitative dialogue” among the Parties in 2018, to take stock in relation to progress towards the long-term goal referred to in Article 4 of the PA.  Later renamed the Talanoa Dialogue, these talks have set preparations into motion and are helping Parties gear up for the formal GST, with the aim of answering three key questions: Where are we? Where do we want to go? How will we get there?

Discussion about the implications of SR15 will be held at COP24, where round table discussions in the political phase of the dialogue will address the question, “how do we get there?”

It won’t be by continuing business as usual.

 


The Rising Need to Address Climate-Induced Displacement

Fiji’s role as a developing island state and President of the COP brings Loss and Damage (L&D) into sharper focus at COP23. At negotiations thus far, differences have emerged between developing and developed countries. Developing countries generally want the Warsaw International Mechanism on Loss and Damage (WIM), established at COP19, to have a broader scope, increased capacity, and more international cooperation on addressing L&D. Developed countries, on the other hand, are satisfied with the work of WIM and requested that WIM be given a chance to carry out its three functions: enhancing knowledge around comprehensive risk management of L&D; strengthening cooperation between relevant stakeholders; and enhancing action and support, including finance, for addressing L&D.

Screen Shot 2017-11-08 at 3.11.19 PML&D is an especially important issue to developing countries and one noneconomic form of L&D is human displacement by climate change. On average, sudden onset disasters (i.e. extreme weather) displace around 25 million people per year and slow onset events will displace many more. Moreover, people in low and lower-middle income countries are five times more likely to be displaced than people in high-income countries. Mandated by the COP21 Paris Decision, the Task Force on Displacement was created under WIM to recommend ways to address, avert, and minimize displacement. These recommendations will be delivered to the Parties at COP24 in 2018.

The many extreme weather events that have affected communities worldwide in 2017 frame the current conversation on climate change-induced displacement. This conversation requires discussions on many questions including: what to call environmental migrants (the term “climate refugee” as largely been rejected); how can countries prepare for inevitable displacement; and, what rights and resources will displaced peoples have?

At the side event “Uprooted by Climate Change: Responding to the Growing Risk of Displacement,” His Excellency Anote Tong, former President of Kiribati, expressed his concern for the future of Kiribati. He explained that Kiribati will inevitably be destroyed by climate change, despite mitigation efforts, either by extreme storms or eventual sea level rise. His call is to prepare these future climate migrants through training and education programs so they can easily be assimilated into a new country. He called this strategy “Migration with Dignity.” The former President does not like the term refugee – in this case, people would have choice and agency in how they move.

Today’s side events on displacement highlighted the swath of agencies working on this issue including the UN Refugee Agency, UN Migration Agency, the Platform on Disaster Displacement, and even the UN Food and Agriculture Organization and World Meteorological Society, among many others. Collectively, speakers from these agencies highlighted the need to put protection of people at the center of displacement discussions, especially concerning legal rights, and that internal displacement will continue to strain governments. Forced relocation was emphasized as a last resort for communities.

In the words of His Excellency Anote Tong, “What do we do for whom it’s too late” and displacement from climate change is inevitable? COP23 has continued the discussion on displacement yet, much more needs to be done to ensure that when people relocate, they can call a new place home.


Science and Adaptation: Prevention is the Key

Cyclone_NargisCOP23 is significantly emphasizing the impact of extreme weather on climate change adaptation. This issue is even more prevalent with the major weather events that have occurred in the past several months: intense hurricanes in the Caribbean and the southern United States, flooding in South East Asia, and severe drought on the West Coast of the U.S. and northern China. In the opening plenary of the COP23, the Secretary-General of the World Meteorological Organization (WMO) laid out our past and our future projections: the outlook was grim. This past year was one of three hottest years on record, with these past five years being the warmest average since the WMO began monitoring in the 1850’s. And unfortunately, these severe weather events tend to impact the most vulnerable communities in the world.

The majority of hungry people live in the most disaster-prone areas of the world, creating an ever-continuous cycle of lack of food and further destruction. But these disasters are usually predictable: we can predict floods, typhoons, and droughts. Science has created a system of which we have a better understanding of how these systems work, when they will come, the effect they will have, and potential steps we can take to avoid their impact.

global-temp-and-co2-1880-2009Article 7.7(c) of the Paris Agreement emphasizes adaptation to climate change, specifically with respect to increased technology and science to prevent the impacts of climate change. But the first step to prevention is warning. The Global Climate Observing System has determined seven global climate indicators to assist in the determination of the status of climate change. These indicators include surface temperature, ocean warming, atmospheric CO2, ocean acidification, sea level rise, glacier mass balance, Arctic and Antarctic sea ice level. These indicators give scientists better understanding and mechanisms of the impacts of climate change. Policymakers and scientists can then turn around and implement these impacts into cohesive plans to adapt to the ever-increasing harm from climate change, using these indicators to better predict where future harms will likely occur.

thailands-rice-farmersThe UN and NGO’s have recognized the importance of science and planning in the implementation of adaptation plans to create better systems for individuals that live in the most prone areas. One particular group, the World Food programme, began implementing investment opportunities in local crops, reducing the focus to small community projects. These investment plans allowed farmers more security in their crops and gave them the ability to invest in better equipment and increased opportunities for advancement of their farming practices. Overall, by ensuring the farmer’s crops, especially in areas that are of greatest concern to climate change, the economy of the entire area was boosted.

Science plays an important role in understanding climate change. But science should also play an important role in the solution. By using the science that is already in place, communities and NGOs can establish better mechanisms for adapting to climate change and the harms that inevitably come with them. Petteri Taalas, Secretary-General of the WMO, warned that these severe weather events we have been observing are only the beginning. If there is no mitigation of climate impacts then the events will only get worse. But before mitigation can make any significant impact, countries must adapt. They must adapt to the impacts of climate change and science can be there, guiding them on their way to more sustainable development and security.


Climate Change “Refugees” in Hot Water

Direct effeBlog Photo 3cts of climate change such as droughts, floods, rising sea levels, and hazardous weather events have immediate and lasting impacts upon displacement of communities. For example, five reef islands in the remote Solomon Islands have already been deemed uninhabitable due to sea level rise and erosion. Since 2008, approximately 22.5 million people have been displaced by climate or weather-related events. Charles Geisler, a sociologist at Cornell University, predicted a worst case scenario of up to 2 billion climate change migrants by 2100.

Traditionally, a sovereign state is responsible for the protection of its people, which includes relief from natural disasters. In situations where domestic states do not have the ability to provide adequate protection, relief, or relocation, international law offers possible avenues for addressing this issue. Unfortunately, there is no current international legal framework in place to respond to the impending climate change migrant crisis. There are a number of possible protective instruments available, but they all present different barriers to practical application.

First, the United Nations Guiding Principles on Internal Displacement (UNGPID) recognize internally displaced persons (IDPs) who have been forced or obligated to flee “to avoid the effect of armed conflict, situations of generalized violence, violations of human rights, or natural or human-made disasters.” However, this only applies to people displaced within their own state, effectively requiring state legislation to enforce IDP rights. Thus, the UNPGID lacks the ability to effectively protect cross-border climate migration. 

Second, the UN RefugBlog Photo 2ee Agency (UNHCR) requires an individual be persecuted against to qualify as a refugee under the Refugee Convention. As a result the “[e]nvironmental factors that cause movements across international borders are not grounds, in and of themselves, for the grant of refugee status.” Climate migrants might be recognized as refugees if the respective state government “persecuted” them by intentionally failing to give protection or aid. This claim would be extremely difficult to prove, however, as international law recognizes that “no individual government is primarily at fault” for the consequences of climate change.

Third, a climate change migrant could qualify as a “stateless” person under the Convention relating to the Status of Stateless Persons (CSSP). This status is also limited as it would only be available to migrants whose home state no longer exists. In addition, the CSSP offers only limited rights to stateless individuals and has only been signed by 66 of 165 states.

While the UNHCR is unable to provide legal relief and refugee status for climate migrants, it is supporting the Platform on Disaster Displacement (a continuation of the Nansen Initiative on cross-border displacement). UNHCR has also developed planned relocation guidance that identifies vulnerable areas and gives instructions for disaster response migration mechanisms.

The UNFCCC establishes and recognizes the need for adaptation and mitigation, but fails to address migration strategies under adaptation. On May 19, 2016 the UN Climate Change Conference in Bonn confirmed a clear link between environmental and climate changes, migration and vulnerability.  As a result, the UN is taking steps to assess this connection and shape adaptation policy that protects the most vulnerable populations. While climate migrants do not have an identified legal status as climate change refugees, there is international movement towards addressing this issue under the UNFCCC.


Mobilizing the Private Sector to Finance Adaptation

Today at COP 22 the Japanese delegation hosted a side event at their pavilion about mobilizing the private sector to finance climate change adaptation. The panelists discussed ways to involve the private sector from regional, business, and public policy perspectives. The panelist from Bangladesh, Dr. Saleemul Huq, then present specific examples of how the private sector has helped mobilize adaptation finance in his country. The World Bank estimates that $70-100 billion will be need annually from 2010-2100 to adapt to the impacts of climate change. It also estimates that the private sector could mobilize $140-240 billion for adaptive measures annually during the same period. However, very few companies are pursuing these adaptive measures, due in large part to the lack of profitability. To mobilize the private sector, governments and international organizations must incentivize investments and enhance monitoring and reporting efforts to ensure sufficient return on investments. The private sector will only finance adaptation measures that are also good for their bottom line.

Dr. Saleemul Huq, director of the International Center for Climate Change and Development at Independent University and lead author of chapters in the IPCC’s Assessment Reports provided an example of a good adaptation measure and a bad, or maladaptation, measure. Both projects involved mobilizing private sector finance to adapt to climate change . But the latter created more problems than it solved. In the good example, a private agricultural business developed and sold salt-water resistant rice to combat the inundation of rice fields by salt water. The company turned a profit and made a vulnerable population more resilient. In the maladaptation example, a private aquaculture company bought up inundated rice fields, turned them into shrimping operations, and then leased the operations to the farmers. These shrimping operations are good for the companies, who turn massive profits, and the government, which taxes the shrimp exports. While this practice is aimed at adapting to an increasingly saline ecosystem, it is highly exploitative of the rice farmers, most of whom lost their jobs after selling their farms, and drastically altered the landscape by making it entirely salt-water based. The company turned a profit but the social and environmental impacts made a vulnerable population more vulnerable. These examples underscore the opportunities and challenges associated with mobilizing private sector finance to adapt to climate change. We have to remember that in board rooms and commercial banks, money talks and altruism takes the backseat. 


Opening the scope of NDCs: “Blue Opportunities”

thMENSJTZMIn a press briefing today, Natalya Gallo and Dr. Lisa Levin from the Scripps Institutions of Oceanography, USCD, Julio Cordano on behalf of Chile and Ronald Jumeau, Seychelles Ambassador talked about the importance of including oceans and marine ecosystems in the NDCs.

Natalya Gallo stated that out of the 161 INDC communicated by June 2015, 112 contained references to oceans, 14 included costal zones while the rest did not contain any reference to oceans and marine ecosystems. The oceans were included as part of the adaptation, mitigation or as a climate change marine risk. Also, most attention is given to ocean warming while ocean oxygen loss, ocean acidification receives little to no attention. Mangroves and coral reefs were almost always included. In terms of parties, the Annex I parties did not include oceans in their INDCs while the SIDS were leading the path in this area. The factors that influenced whether oceans were included in the parties INDC varied from percentage of population living in low lying areas to large exclusive economic zones areas and development status of the respective countries.

Julio Cordano, on behalf of Chile, emphasized that although the oceans were included in the Paris Agreement there has been no implementation endeavor. Nevertheless, we must state that the oceans are indeed included only in the preamble of the Paris Agreement, which is non-biding part of the agreement. Therefore, the inclusion of the oceans is a sign of a global awareness and symbolic victory. Mr. Cordano further believes that any future work should built upon the NDCs as a building block of the Paris Agreement. However, he acknowledges that the NDCs were a compromised formulation as first proposed and there is still a delicate discussion on what to include. The inclusion of too many sectors and perspectives may wash down on the content of the NDCs and lead to ineffective mitigation action.  Also, there is the fear that opening the discussion with respect to oceans would raise the question of whether the NDCs should include other sectors such as energy. Following last year Because the Ocean Declaration, this year, Chile plans to launch a second declaration on 14th of November.

Dr. Lisa Levin talked about the ocean research needs, as countries specifically provided in their INDCs the need for additional research in the following areas: sea level rise and coastal zone monitoring; fisheries; blue carbon; climate observation system; biodiversity research; oceanography and climate; ocean training and capacity building/academic collaboration. The research needs can be addressed by looking at the research infrastructure and the available funds in place today, such as the GEF and the Ocean Sustainability Bank.

Ronald Jumeau, Seychelles Ambassador for Climate Change and SIDS Issues, recognized that it is natural for them to include oceans in their NDCs. However, they recognize that there is a lack of research, as for example they do not have an accurate and complete overview, among others, on the impacts of climate change and the marine species in need of protection. That is why, the University of Seychelles started a research institute called the Blue Economy Research Institute to advance their knowledge and have access to accurate and complete information that can help them put forward an ambitious NDC. They also decided to be an example and lead the way by starting reviewing and upscaling their NDCs so as to achieve the 1,5°C goal.

We can only hope that at future APA meetings, the Paris Agreement will act as a spokesperson for the oceans and marine ecosystems, as currently they do not have one.


Ecological Migration and Migrating Towards Ambitious Climate Change Commitments at COP22

In 2011, the UN projected that the world will have 50 million environmental refugees by 2020. These are people who need to resettle due to climate change impacts such as drought, food shortage, disease, flooding, desertification, soil erosion, deforestation, and other environmental problems. This past week the New York Times released two stories about the plight of “ecological migrants” in the deserts of northern China. The first is a visual narrative about people living in the expanding Tengger Desert. The second article highlights the world’s largest environmental migrant resettlement project, in Ningxia Hui Autonomous Region.

“Ecological migrants” are the millions of people whom the Chinese government had to relocate from lands distressed by climate change, industrialization, and human activity to 161 hastily built villages. China has already resettled 1.14 million residents of the Ningxia Hui Autonomous Region, where the average temperature has risen 3.8 degrees Fahrenheit in the last 50 years (more than half of that increase occurring from 2001 to 2010) and annual precipitation has dropped about 5.7 millimeters every decade since the 1960s.

China is only one example of a region where people have had to relocate due to climate change. Where will everyone go? This is a problem that all countries need to figure out quickly because, if the UN’s prediction is accurate, the current system of asylum, refugee resettlement, and Temporary Protected Status (TPS) may prove inadequate.

The Marshall Islands need to figure out where their people will go as their island nation is quickly disappearing underwater. Predictions of dangerous tropical storms and rising salt levels in their drinking water may force citizens to flee even before the entire island is lost. In Bangladesh, about 17% of the land could be inundated by 2050, displacing an additional 18 million people.

Climate change relocations are not limited to small, developing nations. The United States has begun preparing for its own. In January, the Department of Housing and Urban Development announced grants up to $1 billion in 13 states to help communities adapt to climate change, including the first allocation of federal money to move an entire community due to the impacts of climate change: a $48 million grant for Isle de Jean Charles.

Other than the overcrowding of cities and uprooting and destruction of rural lifestyles, the global refugee crisis presents a larger concern: national security. Last year at COP21 in Paris, U.S. Secretary of State John Kerry tied the conflict in Syria and the resulting global refugee crisis to climate change. Secretary Kerry linked Syria’s drought and resulting urban migration—first domestic, then international—as a key factor to the civil war. This was a relevant example of how climate change can exacerbate existing political turmoil within a country.

Thus, all countries must stay committed to climate change goals, not only for maintaining millions of people’s lives and homes, but for national safety throughout the world. Whether they consider it a focus or not, many countries are currently facing the problem of creating new domestic policies on immigration. While it may be too late for some vulnerable areas to completely avoid the need to relocate its people, every climate change action helps mitigate the problem. Hopefully the issue of relocation and climate change refugees or “ecological migrants” will push countries to be more ambitious about their climate change actions at the upcoming COP22.


Antarctic melt could make sea level rise soar

antarcticAntarctica’s role in sea level rise has been an open question.  This new study published in Nature yesterday offers a sobering answer:  as Antarctic ice sheets melt or collapse in the next few decades, sea levels could rise an additional 20 inches by 2100. This height is almost twice as much as predicted by earlier studies, which relied on a combination of Arctic melting and thermal expansion and a minimal amount from Antarctica. This new estimate of sea level rise would take out major coastal cities, like New York, London, Shanghai, and Sydney. The study’s authors add that “in this case, atmospheric warming will soon become the dominant driver of ice loss, but prolonged ocean warming will delay its recovery for thousands of years.”


Unlucky number 13

Hauer-et-al_-2016-Fig_3A new study reported yesterday in Nature Climate Change calculates that more than 13 million people in the U.S. will be threatened by sea level rise and related flooding during the next 80 years.

This number is three times the current estimates. Why?  Because it factors in rapid population growth trends in coastal areas, where currently more than one-third of the U.S. population lives. The study’s lead author told Carbon Brief that “impact assessments have traditionally used current populations when looking at who is at risk of sea level rise, but populations are dynamic which renders most assessments obsolete rather quickly. Coastal areas are some of the most rapidly growing areas in the US.”

Of this 13 million, about half will reside in Florida and another 20% will come from the greater southeastern U.S.  The estimated price tag for adapting to this new normal – by relocating people to higher ground – is $14 trillion.

Subnationals to the rescue – again

So wrote more than 20 Republican and Democratic mayors in Florida in a letter to moderators of this week’s presidential debates about the need to address climate change.  This group of mayors represents coastal cities located from Miami to Tampa that are particularly concerned about sea level rise.  The mayors ended their letter by providing three questions on climate and sea level rise for candidates from both parties, who will meet in Miami on March 9th and 10th for the primary debates.  Primary voting will take place on Tuesday, March 15.


Climate Change in 10,000 years

melting greenlandLeading climate change scientists from around the world published this week in Nature Climate Change a statement about the long-term impacts of our short-term policymaking.  In light of all the celebration of the political good will embodied in the Paris Agreement, this statement is a profound reality check.  From the abstract (with my bolding of text):

Most of the policy debate surrounding the actions needed to mitigate and adapt to anthropogenic climate change has been framed by observations of the past 150 years as well as climate and sea-level projections for the twenty-first century. The focus on this 250-year window, however, obscures some of the most profound problems associated with climate change. Here, we argue that the twentieth and twenty-first centuries, a period during which the overwhelming majority of human-caused carbon emissions are likely to occur, need to be placed into a long-term context that includes the past 20 millennia, when the last Ice Age ended and human civilization developed, and the next ten millennia, over which time the projected impacts of anthropogenic climate change will grow and persist. This long-term perspective illustrates that policy decisions made in the next few years to decades will have profound impacts on global climate, ecosystems and human societies — not just for this century, but for the next ten millennia and beyond.

“It’s a statement of worry,” Raymond Pierrehumbert, an Oxford University geoscientist and one of the statement’s 22 authors, is quoted saying in the Washington Post. “And actually, most of us who have worked both on paleoclimate and the future have been terrified by the idea of doubling or quadrupling CO2 right from the get-go.”

So what should we worry about?  Sea level rise above all else.  This NASA video helps us really see (via a line graph superimposed on images of receding land ice) how quickly its glaciers have melted in just 10 years time.

The Post ends on the increased capacity we humans have to calculate the long term impacts of our pollution with a high measure of precision, even if we’re a little slow on the uptake.  “All of this coming together means that a conversation about increasingly long-range forecasts, and about the millennial scale consequences of today’s greenhouse gas emissions, is growing within the scientific world. The question remains whether a similar conversation will finally take hold in the public and political one.

Celebrating Gender Day at COP21

Today is Gender Day at COP21. In celebration, the Women and Gender Constituency of the UNFCCC recognized the winners of the Gender Just Climate Solutions competition. These winners were celebrated for their great work combating climate change in a “gender-just” manner.

Island Eco from the Marshall Islands won the Technical Climate Solution Award for its work in training young women how to install solar photovoltaic DC refrigeration. Under this project, young rural women learn the electrical and mechanical skills needed to assemble, deliver, and install solar powered lights, refrigerators, and freezers in the Marshall Islands.

Next, the Non-Technical Climate Solution Award was presented to Gender CC – Women for Climate Justice for its efforts to raise awareness on gender integration in climate change adaptation and resiliency building activities in Southern Africa. Gender CC’s project connects women leaders, government officials, and NGOs to local women farmers in order to provide awareness training and capacity building skills concerning the installation of biogas digesters, PVC solar units, and water harvesting tanks.

The final award was presented to Tulele Peisa of Papua New Guinea for its local relocation efforts, that are being led by the Carteret Islanders who face imminent extinction due to climate change impacts and increased numbers of extreme weather events on their home island. This project prepares and provides support to three communities on Bougainville in order to ensure there is adequate land, infrastructure, and economic opportunities for the Carteret Islanders when they choose to voluntarily relocate. The purpose of this project is to ensure that the Carteret culture and society continues to exist even after their home island becomes unlivable.

Overall, the Gender Just Climate Solution awards highlighted amazing groups led by inspiring women who are all working to ensure that climate change decision making provides equal access for both women and men to effectively participate and address local concerns caused by the effects of a changing climate.


What story will COP21 tell?

UNClimateChangeNewsroomHdrEverywhere you turn at COP21 there are exciting stories – stories of unprecedented financing partnerships to ramp up renewable energy technologies; stories of global knowledge exchanges on successful strategies for adapting to climate impacts; stories of cities leading breakthrough initiatives in energy efficiency; and more.

Behind the scenes, though, in rooms open only to official country delegates, there are negotiations (now at the ministerial level) on a draft text of the Paris Outcome that still has many issues, even at this late date. The results will impact every single person on the planet, and it could be a very sad story. In fact, according to Stuart Scott, host of Climate Matters, a video series covering COP21, “[i]f you’re paying attention to what’s going on here, you can’t talk about the negotiations as an honest effort.”

Scott’s guests today offered a piece of that sad story already unfolding- the one of vulnerable individuals, communities and nations suffering heartbreaking impacts of climate change right now all around the world. His focus was the Pacific Islands.

Kiribati King TideTo the backdrop of powerful images, Tinaai Teaua of Kiribati and Maina Talia of Tuvalu both spoke of the physical and emotional losses they’ve experienced and witnessed in the face of king tides, cyclones and water shortages. Teaua described how the king tides wipe out homes, how coastal erosion is destroying the tree fruit crops on which her people depend, and how people are scared. They don’t want to leave home. “Without our land, we are nothing. Our land is our identity.” T Teaua of Kiribati

Talia’s home of Tuvalu is a group of 8 islands with no land at more than 2 meters above sea level. Climate change is forcing many to relocate; nearly 5,000 have already moved to New Zealand. He echoed Teaua’s words.

Another guest, Maria Tiimon Chi-Fang of the NGO Pacific Calling Partnership articulated the climate justice reality permeating the room: “It is not just about moving people to a safer place. It is very unjust for developed countries to keep doing what is so wrong, to keep jeopardizing the lives of our people.”

“The youth look into my eyes, saying ‘Why must we move?’ This is where we were born. Our ancestors are buried here.”

The message Kiribati’s Teaua has been taking to the delegates is clear: “You are not immune, no matter where you live. If you save me and my future, you save the world.”

Incorporating Oceans into the Paris Agreement

“We are at a tipping point,” warned Angus Friday, Grenada’s Ambassador to the United States, in today’s side event on “The Importance of Addressing Oceans and Coasts in an Ambitious Agreement at the UNFCCC COP 21.” Speakers at the event reported on mobilization efforts around ocean and climate issues taking place at COP21, with emphasis on the most vulnerable people and ecosystems.

Dr. Biliana Cicin-Sain, President of the Global Ocean Forum, said that a new article in the Paris agreement on oceans is unlikely. However, she encouraged the more likely option—accepting the suggested revision referring to oceans in the December 5th draft agreement addendum. This textual suggestion to the preamble is in bold below:

Also recognizing the importance of the conservation and enhancement, as appropriate, of sinks and reservoirs of greenhouse gases referred to in Article 4, paragraph 1(d), of the Convention, including biomass, forests and oceans as well as other terrestrial, coastal and marine ecosystems, including through internationally agreed approaches [such as REDD-plus and the joint mitigation and adaptation approach for the integral and sustainable management of forests], and of their non-carbon co-benefits,

Whether this reference to oceans will be accepted in the final Paris agreement remains to be determined. Dr. Carol Turley, an ocean scientist at Plymouth Marine Laboratory stressed the pressing importance of this issue: “The ocean needs a voice, and the time is now to get the ocean into the text.”
