Where Do We Grow From Here?

The historical first workshop on the Koronivia Joint Work on Agriculture (KJWA) took place on the second day of COP24. The discussion focused on the modalities for implementing the outcomes of the five in-session workshops on issues related to agriculture and other future topics that may arise from this work. There was more than what met the eye happening. The workshop revealed across-the-board concerns the parties had going forward.

kjwa24The decision, 4/CP.23, requests the SBSTA/SBI to jointly address issues related to agriculture, working with constituted bodies (CBs) under the Convention. Representatives of the CBs presented information on the following questions:

  1. What is the general mandate of the constituted body?
  2. How has the work of the constituted body contributed to Parties’ implementation of work on agriculture?
  3. How can the work of the constituted body help Parties to advance their work on agriculture?

The Adaptation Committee (AC) seeks to advance Parties’ work in agriculture by incorporating an agriculture lens into an upcoming technical paper on linkages between mitigation and adaptation. Additionally, the AC provides guidance to the Nairobi Work Programme on potential agriculture-related activities. Kenya proposed the questions “how do we see using Nairobi Work Programme to help agriculture or what can we do differently? Make it useful? To receive knowledge?” Kenya continuing, “what can we do as parties and the KJWA that can advance agriculture? How do we implement the outcomes of the five workshops? How can we help you?”

The Least Developed Countries Expert Group (LEG) are working on supplemental guidelines based on water, gender, agriculture, etc. Their percentage distribution of NAPA projects = 21% agriculture and food security. The European Union (EU) asked the question “how do you see the contents of 5 workshops useful to your work?” Uganda, looking at the key elements identified by the workshops, sought answers to “how can we increase the access of knowledge for farmers from the five workshops?” “How can we improve connectivity?”

The Standing Committee on Finance (SCF) has improved the coherence and coordination of climate change finance delivery. In SCF forums, agriculture has been addressed as well as forestry. “From the presentation, looking at the investment, how do you see the committee engaged in KJWA?” Kenya asked. Further, Uruguay inquired, “the reduction of emissions should be considered in agriculture, so how can we ensure that emission reduction is not an obstacle for implementation?”

The Climate Technology Centre and Network Advisory Board (CTCN) discussed how the CTCN can support a country’s agricultural systems by enhancing agricultural and rural development. CTCN can identify appropriate technology-neutral approaches that make agriculture more resilient. In response, Kenya explains “you are aware of the five topics and the last two require technology development and transfer under Koronivia. Has the CTCN considered the outcomes and topics under KJWA? What can parties do? How do we send a message to you to incorporate the topics discussed here?”

Climate-AgricultureConcerns going forward are apparent and have only minorly been addressed. The only known going forward is the procedure.  The Koronivia workshop will be meeting again on Wednesday.

Planting the Seed: Agriculture in Climate Negotiations

KJWA3With COP24 right around the corner, sights will be set on the newest agenda item, agriculture. In a landmark decision, Parties at COP 23 adopted the Koronivia Joint Work on Agriculture (KJWA). This decision ended the six-year stalemate on how to address agriculture in the international climate talks. The KJWA “. . . seeks to develop and implement new strategies for adaptation and mitigation within the agriculture sector, that will help reduce emissions as well as build its resilience to the effects of climate change.” The inclusion of KJWA will support Parties’ goals of addressing climate change and food security.

The KJWA is in line with the Paris Agreement’s goal to keep the global temperature rise this century “well below 2⁰C” above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5⁰C. Globally, agriculture accounts for approximately 19-29% of greenhouse gas emissions, making agriculture vital to climate negotiations.

Under KJWA, SBSTA and SBI will jointly address agricultural issues through workshops and expert meetings, and by working with constituted bodies under the Convention. All bodies will consider agriculture’s vulnerability to climate change and approaches to addressing food security.

To start the work, key elements were identified. The agriculture issues include; methods for assessing adaptation, adaptation co-benefits and resilience; improved soil carbon, soil health and soil fertility under grassland and cropland; improved nutrient use and manure management towards sustainable and resilient agricultural systems; improved livestock management systems; and the socioeconomic and food security dimensions of climate change in the agricultural sector. By implementing these methods, emissions will be reduced and resilience in the agricultural sector will support food security.

Picture1At SBSTA /SBI 48, Parties set out a road map of work under the KJWA that includes six new workshops to be held sequentially up until COP26. The first Koronivia workshop will take place in Katowice and focus on modalities for implementing the outcomes of the preceding five in-session workshops on issues related to agriculture.

Several Parties and observer organizations have submitted comments for the first Koronivia workshop on agriculture. One of the most notable submissions came from the Food and Agriculture Organization (FAO). The submission stressed the importance of “facilitating knowledge exchange of information on good practices and lessons learned, capacity building for implementation and action in the agricultural sectors and enhancing access to climate finance in least developed and developing countries for the agricultural sector.” CGIAR System Organization, International Centre for Tropical Agriculture and the World Bank also submitted similar key messages.

Through submissions the message stressing the importance of agriculture in climate negotiations is clear. To address climate change and food security, agriculture must be considered in the negotiations.

 

 

 


How Does a 2⁰C Increase in Global Temperature Impact Food Security?

Nearly 821 million people across the world are food insecure, according to the 2018 State of Food Insecurity (SOFI) report by the Food and Agriculture Organization of the United Nations (FAO). This means that they do not have adequate access to sufficient, safe, nutritious food to maintain a healthy life. Evidence indicates that this number will likely increase if the global atmospheric temperature continues to rise.

The Guardian recently reported on a study by the Philosophical Transactions of the Royal Society A on the impacts of allowable temperature rise of 1.5⁰C and 2⁰C. It found that vulnerability to food insecurity increases more at 2°C global warming than at 1.5°C, due to climate-induced drought and precipitation changes. Of all natural hazards, the SOFI report highlights that “floods, droughts and tropical storms affect food production the most. Drought causes more than 80 percent of the total damage and losses in agriculture.”

Maximum temperature, the percentage of days with extreme daily temperatures, the number of consecutive dry days, and the maximum rainfall in a 5-day period were measured to reach temperature impact conclusions. At a 2°C warmer world, the land areas mostly warm by more than 2°C. In some regions, like North America, China, and Europe, the daily high temperature increases could be double that of the globe on average. Southern Africa, the Mediterranean, Australia and northeast South America are projected to have increased dry spell lengths. Rainfall is projected to increase over many regions including parts of southeast Asia, northern Australia and the east coast of the USA.food-security

The impacts on food security at an increase of 1.5°C global temperature are smaller than at 2°C. Drought and flooding are more extreme at an increase in global temperature of 2°C. The SOFI report noted the number of extreme climate-related disasters has doubled since the early 1990s. These disasters harm agricultural productivity contributing to shortfalls in food availability, hiked up food prices, and the loss of income reducing people’s access to food.

Why are these temperatures important? The Paris Agreement’s goal is to keep the global temperature rise this century “well below 2⁰C” above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5⁰C. This goal is outlined in Art 2 of the PA and aligns with the UNFCCC’s Art 2 objective to “stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.”

Current IPCC reports model proposed mitigation pathways on limiting warming to 2°C. In early October, the IPCC will publish a report that remodels needed mitigation outcomes based on a 1.5°C limit. FAO has sounded the alarm for why less warming is critical to our food security and underscored why this new IPCC report is needed.  At COP24, Parties will be faced with this new evidence as they negotiate the rules for implementing the Paris Agreement.

 

 

 


A Call for Deforestation-Free Agriculture

What do cattle, soy, and palm oil have in common? These are all products associated with commodity-linked deforestation. Between 2000 and 2012, expansion of commercial agriculture and timber plantations caused the destruction of more than 50 million hectares of tropical forests. The UNFCCC website states: “Roughly a third of recent tropical deforestation and associated carbon emissions (3.9 Mha and 1.7 GtCO2) can be attributed to the production of beef, soy, palm oil and timber alone.”

Forests play an important role in climate change adaptation and mitigation. However, agricultural expansion is a major driver of deforestation and forest degradation. In today’s side event on deforestation-free agriculture, panelists discussed the importance of halting deforestation and reducing emissions in commodity supply chains. A panelist from the Rainforest Alliance pointed out the lack of attention to sustainable, deforestation-free sourcing: “Currently, there is no existing large-scale framework to verify that products, processes, or producers do not contribute to the loss of natural forest.” Today’s panel highlighted several important considerations in developing and implementing such a system.

One of the main themes from today’s event focused on traceability. A 2015 report co-authored by a panelist from SNV points to the importance of traceability in halting supply chains that cause deforestation. Voluntary certifications are one way to communicate to consumers how sustainable products are. Currently, many existing certification schemes currently lack traceability systems to identify deforestation-free supply chains. A transparent traceability system is essential to make it clear where end-products originate from.

A second theme focused on engaging producers. The Rainforest Alliance’s 2015 position paper on this issue discusses the important of engaging producers as allies. Speakers highlighted the importance of working with front-runner companies to eliminate deforestation from commodity trade. Nathalie Walker from the National Wildlife Federation described a successful example of engaging producers and converting sustainable pledges into action. A National Wildlife Federation study published in Science explained how Brazil’s soy moratorium, a voluntary pledge from large soy companies not to clear Amazon forest for soy, halted deforestation more effectively than government policy alone. The lead author explained: “Prior to the Soy Moratorium, about 30% of soy planted in the Amazon was directly replacing forests, but under the current protections, it has fallen to less than 1%.”

A third theme centered on increasing public and private sector collaboration. Speakers highlighted the critical importance of governments having a vision for green growth and supporting sustainable production through policies and plans, and through establishing or expanding incentives. Similarly, companies should encourage deforestation-free initiatives, voluntary standards, and certification. The issues of traceability, engaging producers, and increasing public-private sector collaboration are all important components of supporting the transition to deforestation-free agriculture. Companies and national governments are increasingly taking a step in the right direction and making public commitments to deforestation-free products.


Empowering Women in the Fight for Global Food Security

Women and the Sustainable Development Goals (SDGs)

“The new Sustainable Development Goals (SDGs) have gender equality and women’s empowerment at their core, and include a target to ‘double the agricultural productivity and incomes of small-scale food producers, in particular women.’ Indeed, rural women are critical to the success of almost all of the 17 SDGs.” UN SG Ban Ki-moon

There is no doubt that climate change affects less developed countries more dramatically. It also affects women more significantly, since they represent the majority of the poor  and vulnerable. On 15 October, the world recently celebrated the 6th anniversary of the International Day of Rural Women, “the majority of whom depend on natural resources and agriculture for their livelihoods.” Climate change’s effects on food security are well-known and well-established; therefore, in order to fully address food security, women’s issues must be at the forefront. The UN FAO released a report on 13 October indicating that expanding social protection will offer a faster track to ending hunger.

How can food security via women’s empowerment be achieved through the UN’s SDGs? Specifically, 1 (4) , 2 (3)  5(7)  relate to women’s rights to land. Current land use practices coupled with the exacerbating effects of climate change like droughts and other extreme events have led to soil degradation and desertification.  Women are often responsible for supplying the food and fuel for the household and finding ways of making up for the shortfall when these catastrophic events occur. However, they are not in a position to make decisions about how the land is used – either for their benefit or the environment’s – because they do not have the authority or ownership of it. For example, in most African countries, approximately 75% – 90% of land is held under traditional rules, customs and practices, which mean that women are not able to assert control over it or its use even though they are primarily responsible for its cultivation.

The outlook is not dim, however. As the world looks to COP21’s negotiations in Paris, the Momentum for Change Lighthouse Activities – an initiative spearheaded by the UNFCCC Secretariat – is shining light on models that “mov[e] the world toward a highly resilient, low-carbon future.” Projects profiled are “innovative and transformative solutions that address both climate change and wider economic, social and environmental challenges.”  One Lighthouse winner is the Solar Electric Light Fund (SELF ) Solar Market Garden. In Benin, women are now able to grow food year-round despite a six-month dry season. By using solar-powered pumps with drip irrigation systems, women farmers are able to pump water for irrigation from nearby rivers and underground aquifers instead of hauling it long distances. This is both an environmental and socio-economic benefit as the girls of the village are now able to attend school and the women can allocate their time to other economic pursuits.  “It also empowers them to become entrepreneurs and leaders in their communities. By embracing solar power and micro-irrigation technologies, these female leaders are trailblazing solutions for both climate change mitigation and adaptation that can be replicated throughout the world, especially sub-Saharan Africa.”

This is just one example. Looking forward to COP22 in Marrakesh, perhaps the world can witness firsthand the success that women living in the Moroccan province of Errachidia have realized by cultivating medicinal and aromatic plants using renewable energy and selling them in the markets. This UN Women  project is supported by the UNDP Tafilalet Oasis Programme and the Swiss Cooperation.

Clearly, the support of women’s rights to land, mobilizing their agricultural knowledge, and providing social support will provide food security and opportunities for climate change mitigation and adaptation.

 


Climate smart agriculture sprouting at the UNFCCC?

thumbnail-logo-csaGlobally, agriculture is a significant source of GHGs. At the same time, climate change is threatening the food security of millions. However, no official means to link and address these issues has yet been established within the UNFCCC (though there is an agriculture contact group in the Subsidiary Body For Scientific and Technical Advice (SBSTA)). A relatively new and dynamic player on the international scene might change that.

The Global Alliance for Climate Smart Agriculture was officially launched at the UN Climate Summit in September, and has been making its presence known at the Global Landscapes Forum and the COP 20 side events. Climate smart agriculture focuses on sustainable agricultural productivity, food system and farming livelihood resilience, and mitigation of agriculture’s GHG emissions.

At 70 members strong, including governmental, scientific, and NGO leaders from around the world, this entity could be growing something new within the Convention.



Local Partnerships for City Adaptation

 

On December 3rd, NOAA sponsored a side event to discuss lessons learned from air quality monitoring in Mexico City and LA over the last 20 years.  The event began with a technical explanation by NOAA of how climate forcing agents and air quality producing pollutants are often the same. The spokesperson from NOAA suggested that reducing emissions for air quality can help climate change mitigation opportunities to create a “win win” situation.  Continue reading


Via Campesina & Sustainable Agriculture

 

Ecologist M. Jahi Chappell, PhD discusses the impact the globalization of food distribution has on climate change.

While a portion of our team was able to make it into the Bella Center for the COP yesterday, a few of us headed over to the Kilmaforum for a fantastic presentation by La Via Campesina called “Small Scale Sustainable Farmers are Cooling Down the Earth.”  This diverse panel included small-scale farmers and activists from Tanzania, Brazil, Canada, Korea & Japan.

Accompanying Via Campesina was M. Jahi Chappell, PhD from Cornell University to report on a study his research team completed which showed the impact industrial agriculture has on global climate change, versus the low impact of small-scale, local farms on the environment.
